Board Member

Edwardo Castro - Chair

Edwardo Castro has over 25 years of professional experience in health services, focusing in mental health, addictions, health equity, policy, and health promotion. He is the Senior Lead of Health System Development with the Mississauga-Halton Local Health Integration Network (LHIN). Coupled with his professional experience, Castro has volunteered for over 25 years, including the Central East LHIN Mental Health and Addictions Network, Scarborough Civic Action Network, Scarborough Youth Addiction Services, Ministry of Health Addiction Services Implementation Committee and more. Edwardo’s interests are in change management, leadership development and community engagement.

Andre Bowen - Vice Chair

Andre Bowen is General Manager at CorCare, cardiac and medical specialists. He has served the healthcare community since 2011 providing clinical care as a Nuclear Medicine Technologist with the University Health Network (UHN), and as the Manager of Resource Operations at KMH Cardiology and Diagnostics. Andre is a licensed Medical Radiation Technologist with the College of Medical Radiation Technologists of Ontario. He is currently completing his Masters in Health Management with McMaster University, as well as the Certified Health Executive credential with the Canadian College of Health Leaders and PMP credential with the Project Management Institute.

Anna Giagkou- Treasurer

Anna Giagkou grew up in Scarborough, not very far from SPLC, and has found memories of the community.  Anna is a senior finance executive with over 15 years of experience in developing strategies, leading teams and driving results in the Audience Measurement, Market Research and Software Development industries. In her current role as Vice President of Finance for Numeris (an industry owned, not-for profit organization providing broadcast measurement and consumer behavior data to the Canadian media industry), she has extensive experience working with the Board of Directors and with the Audit Committee of the organization. In addition to her passion for finance and media, Anna has served on a not-for-profit board supporting a community day care for 6 years (3 of which were in the role of Treasurer), and is currently a Board member of the Leukemia and Lymphoma Society of Canada. Anna holds a CPA, CMA designation.

Ching Huang - Secretary

Ching Huang has extensive exposure in policy and evidence-based healthcare delivery through her engagements with the Ministry of Health and Long-Term Care, Ontario Telemedicine Network, Local Health Integrated Networks (LHINs), Community Care Access Centres (CCACs), Hospitals, Family Health Teams and Long Term Care Homes. Her areas of expertise include healthcare information management, program and outcomes evaluation, and quality improvement. Ching holds a MSc. in Epidemiology & Biostatistics and a Project Management Professional certification.

Besar Xhelili

Besar Xhelili has served as president of two corporations since 2016 focused in estate and financial services, and recently established a firm specializing in human rights and employment law, Manor Law Professional Corporation. He previously practiced law from 2013 to 2016 with Agueci and Calabretta, focusing on real estate and litigation. Besar has over 10 years of experience in business development, portfolio management, joint ventures and strategic planning. He holds a B.A. from York University and an L.L.B from Windsor University.

Andrea Gounden

Andrea Gounden is a registered nurse working in Public Health as a supervisor in the communicable disease division. Her role focuses on population health, data analysis, program development and evaluation, risk management, hiring, training, and the professional development of 51 nurses and administrative staff. Apart from nursing, Andrea is interested in education and works as an educator, teaching nursing courses focusing on gerontology. Andrea looks forward to the opportunity to develop new skills in governance

Reginald Liu

Reginald Liu is a Pharmacist and the owner of the Shoppers Drug Mart located in Bridlewood Mall. He has worked in the Pharmaceutical industry for many years as a Manager, Consultant in long-term care, and as a Teaching Assistant for the Faculty of Pharmacy at the University of Toronto. Reginald holds a Bachelor of Science Degree in Pharmacy from the University of Toronto and MBA from Schulich School of Business.

Veneva Yip

Veneva Yip is an Administration Manager at Trio Net Solutions as well as an avid volunteer. She has volunteered with SPLC since 2012 and also volunteers at North York General Hospital and Yee Hong Centre for Geriatric Care. She is a Certified Employee Benefits Specialist, a graduate of University of Toronto and is certified in NPO Leadership and Governance. Veneva is currently pursuing a certificate in Fundraising Management at Ryerson University.

The Rev’d Dean Mercer

Fr. Dean Mercer holds a Master of Divinity from Asbury Theological Seminary and a Doctorate in Theology from Trinity College, University of Toronto. He is the parish priest of St. Paul’s L’Amoreaux Church. The parish is a large and cosmopolitan congregation of about 900 with a strong outreach program to an immigrant community with services in English, Mandarin and Tamil. He has been a member of the St. Paul’s Centre Board since 2005, taught for fifteen years at Wycliffe College at the University of Toronto, is on the Board of Directors for the Scarborough Philharmonic Orchestra, and serves on other committees and groups in the community and diocese.
